DIRECTOR GENERAL (MIRAD) IN LESCO

The Lahore Electric Supply Company Limited (LESCO), is offering an opportunity to exhibit

abilities and enlighten career as it intends to hire services for a senior independent

position of a qualified professional who has sound knowledge of technical, financial

matters, regulatory affairs, contract management and legal issues to establish and lead

newly created department in LESCO titled Market Implementation and Regulatory

Affairs Department (MIRAD)

It is the beginning of a new era shaping the future dynamics of Distribution Companies. MIRAD.

is being established in each DISCO for implementation of the Plan “Competitive Trading

Bilateral Contract Market (CTBCM)” that aims at making power sector a competitive

wholesale electricity market from single buyer model through its various activities after

decision of the ECC in 2015.

CIBCM as already approved by NEPRA entails a detailed design and implementation

plan/roadmap to make a competitive wholesale electricity market and requires DISCOs to have a dedicated department to assist its implementation. MIRAD as a dedicated central

BY interface between DiSCOs and the competitive electricity market will undertake market

operations including bilateral contracts portfolio management, short and medium-term

demand forecasting, transmission planning, and overseeing legal, finance, and regulatory

affairs within its proposed structure envisaged under CTBCM.

AREAS OF RESPONSIBILITY

The incumbent will be hired as Director-General who will head the new Market

Implementation and Regulatory Affairs Department (MIRAD) and will work with Senior

Management and support with BOD in taking decisions during implementation and

Operationalization of the Electricity Market.

The position will act as a bulwark against the risks associated with the new market

structure and will provide leadership and direction for the implementation of the actions

required for the implementation and operationalization of the electricity market on behalf

of LESCO.

The position will make sure that sections/sub-departments under its domain are fully

equipped with the necessary infrastructure and tools required besides adequate training

and capacity building of the relevant staff with specialized knowledge, skills, expertise

and competencies to inter alia administer the market operations of the new department.

DG MIRAD will assist in hiring and leading a team of 15-20 personnel consisting of

2 Managers, Deputy Managers, Assistant Managers as well as the support staff.

The head of MIRAD will lead, manage and coordinate, internally (within LESCO)

externally (with other entities such as CPPA, NEPRA, PPIB and other DISCOs etc.

QUALIFICATION / EXPERIENCE

Qualification: The candidate should have a Bachelor’s degree in Engineering or Finance or

By Accounting or Law or Management Sciences from reputable HEC recognized universities.

A Master's Degree in Business Administration would be an added advantage.

Experience: Minimum 15-years of total experience including 10-years of experience in

power or related sectors. The candidate should possess strong knowledge of the

technical, commercial and financial matters of the utility business/power sector along

with regulatory affairs, contract management and legal issues.

The candidate having sound knowledge of competitive electricity markets will have
